The penalties for driving without car insurance are not enough to deter everyone, according to one expert.
According to Andrew Howard, head of road safety for the AA, many people still fail to take out a policy, increasing the cost of car insurance for those who do.
He explained that, although those who drive without insurance can have their cars confiscated and crushed, the fact that a used vehicle costs as little as £500 means that it is not a flawless deterrent.
"It obviously works in some ways for some people but not necessarily for everyone. It all depends on how far outside the law you're prepared to live," Mr Howard said.
According to research conducted by YouGov on behalf of comparethemarket.com, 87 per cent of motorists feel that the government does not do enough to prevent people from driving without car insurance.
It also found that 49 per cent of road users involved in an accident with an uninsured driver had to pay for the incident through their own insurance .
