Anyone with a car needs to get car insurance or face fines, when a new law comes in to effect.
Graeme Trudgill, technical and corporate affairs executive for the British Insurance Brokers' Association, explained that the government was planning to introduce a policy of "continuous insurance enforcement".
He said after its introduction, "if you've got a vehicle with no insurance then you're going to get letters sent out, followed by penalty notices.
"So you won't be able to get away with having a vehicle and not insuring it any more."
Mr Trudgill went on to say that anyone who had a vehicle that was off the road that they didn't want to get car insurance for would have to get a statutory off-road notification.
He added that the new legislation was aimed at reducing the number of drivers without car insurance.
Insurers currently add £30 on to car insurance quotes which contributes to a fund that compensates the victims of uninsured drivers, he added.
Each year 23,000 people are injured in accidents involving drivers with no car insurance, figures from the Motor Insurers' Bureau show.
